Print Job States and Notifiers

Notifiers are important for clients to keep track of print jobs and to provide error messages to their user if something went wrong.

Due to this, the Printing Coordinator must monitor the states a job is in and ensures every job must end in a LIBCAPS_PJ_STATE_COMPLETED state - regardless of the reason why it is complete (printing successful or printing failure).
