libcapsclient: support for clients

In order to be part of the CAPS universe a client needs libcapsclient to communicate with the CAPS Printing Coordinator.

This library provides an API to query for available printers and to commit print jobs to a selected available printer.

This library is part of the CAPS Printing Coordinator.
